feat(report): 新增指标锚点模板支持及数据库连接配置更新

- 更新数据库连接URL从pqs910到pqs91001
- 在BaseReportKeyEnum中新增ARRIVED_DATE_C、TEST_DATE_C和YEAR_MONTH_DAY_UP枚举值
- 在ItemReportKeyEnum中新增标准电压电流功率等指标锚点相关枚举值
- 新增ItemAnchorAssembler工具类实现指标锚点模板的表格装配功能
- 实现云南检定报告的指标锚点新型模板处理流程
- 添加中文数字日期格式化功能支持
- 实现有功功率特例的数据映射处理
- 支持不平衡度类表格数据的生成处理
